Experience demonstrates that EPM is most effective when there is a locality commitment to all Early Years establishments participating in whole staff training. In addition to the training, commitment to the consistent implementation across all establishments ensures that children are receiving the same core key messages within the context of child protection and early level relationships, sexual health and parenthood education.

We are aware that in some localities, the person taking on this 'Manager' role of co-ordinating a Steering Group may also be the person nominated as the 'Practitioner' and taking on the responsibility across both roles. To this end, it is possible to nominate yourself as the Practitioner and then proceed to the Training for Trainers stage.
